For a completely free and very powerful package there's The GIMP (Graphics Image Manipulation Package). Versions for all flavours of operating systems - Linux, Mac and windows.

It might take a bit to learn the package, but it will probably do more than you ever want to do.

Have to agree with Lutin on this one Gimp is probably your best option

Ha ha, i to have just bought a new camera so good question pete, saved me searching.

If I did not already know about gimp. I would have said pete use the gimp. War would have broke out.
