I call bollocks that this makes you more visible, the hi-viz part might (that's what's attracting their attention) but the police part? Bollocks!

Just like those matrix motorway signs that, if you peer through the murk, read "Adverse driving conditions" ... as if the fact that you can barely see the sign, let alone read the message, didn't give you a clue already! And here in Wales, if we haven't already veered into the ditch whilst distracted by the signs, we can have the same message in Welsh.
I sometimes....no, almost always ... think that the local and national government departments responsible for roads haven't a clue, and don't ever actually use roads themselves!
