Yet another MOT related question

Recently I became aware that the front brake was not fully releasing, brake light remained on, and requires me to push the brake lever forward a milometer to fully release.

Bike on centre stand front wheel raised, wheel spins. Apply brake release, wheel will not spin. Push the brake lever forward wheel spins. Feedback I have had is I need to refurbish the master cylinder.

Would this be an MOT failure? i.e. the need to push the lever forward to deactivate the brake light, working out my deadlines :)

is there a spring behind the lever anywhere, have you tried lubricating the lever ?
try working the lever a few times , rebuilding a master cylinder is not cheap generally , because I have always found the use of genuine parts is essential , pattern seals often leak or you have a pig of a job bleeding them again

I've tried lubricating the lever without luck, I am hoping there is an obvious reason for the lever not fully extending without a rebuild.
