Not sure if this link exists here or not. I did post it on xrv a few years ago. If you want to go off-road legally in Cumbria this is the resource for you, provided by Cumbria County Council...
Hierarchy of Trails Routes : Cumbria County Council
Select an OS map on the left hand side and you'll find PDFs of Landranger maps with legal trails marked on 'em. The individual survey sheets give you some details about the trail surface, condition, etc.
